English Local Authorities Intend to Dispose of Community Hubs and Leisure Facilities to Manage Finances

According to a latest poll of local authorities, UK councils are planning to sell social clubs, athletic facilities, and shopping arcades as they rely on a rapid disposal of properties to balance the books.

Increasing Financial Challenges Drive Asset Sales

A coalition of councils representing second-tier cities in the UK reported that 60% of councils are planning to sell assets to meet the escalating costs of adult and children’s social care.

Councils have in the past faced criticism for selling playing fields and land to shore up their budgets, but they argue they must continue to generate essential revenue from property disposals or face insolvency.

This coalition noted that a high proportion of authorities seeking to raise money from a quick sale of assets marked “a distinct shift from 2024, when the majority (six in ten) of local leaders said they would focus on service redesigns and using savings to manage increasing fiscal pressures.”

Specific Cases of Planned Disposals

Medway Council in southeast England announced its property management strategy featured the sale of a retail complex in a local town and a social club in another town to generate £20m over the next half-decade.

  • Gillingham golf club and commercial properties owned in two English counties, which all provide rental income for the authority, will additionally be sold under the plan.

Local Levy Rises and Broader Financial Pressures

The survey of local authorities in the key cities group, which includes several urban centers, further found that more than 70% of authorities will have to raise local levies next April to cover the rising cost of essential services, higher levels of homelessness, and a longstanding housing shortage.

Medway council explained it will proceed with asset sales after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting innovative approaches but some of these take time to deliver both improved services and cost efficiency,” said a council leader.

He added: “There are demographic pressures which will continue to increase the strains we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

Countrywide Trends and Forecasts

Research of regional authorities this week further found local finances being strained by the increasing figures of children and adults needing special educational assistance.

A network of councils projected that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Government officials have put off planned reforms to the special educational needs framework until next year after a white paper setting out those changes has been postponed.

Disadvantage and Financial Gaps

According to the latest deprivation measures (IMD) covering English councils, many key cities members were included in the most deprived in England.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the latest IMD measures,” noted the report.

“While only one key city is in the top 10 for deprived neighbourhoods nationally, cities are far more likely to be in the most deprived fifth of England. The data underscores the scale of challenges confronting local leaders across key cities in the next twelve months,” the report concluded.

“Council officials have been clear about the necessity for a fair and sustainable financial structure that reflects and responds to the actual extent of deprivation and need,” stated Michael Mordey.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their residents.”

One in five of councils have cut or compromised social care provision in the past 12 months, the study revealed.
