Britain and France Will Dispatch Forces to Ukraine if a Ceasefire Accord is Agreed

The UK and France have inked a declaration of intent concerning the stationing of military forces in the nation in the event a ceasefire be struck with Russia, the Prime Minister of Britain, Keir Starmer, has declared.

After negotiations with Kyiv's partners in Paris, he noted that the UK and France would "create defense centers across Ukraine and build protected structures for arms and defense matériel" to discourage any potential attack.

The allied nations also put forward that the US would play the primary role in overseeing a halt in hostilities.

Russia has on multiple occasions warned that any foreign troops in Ukraine would be considered a "legitimate target", but has as yet not issued a statement on this recent development.

Context and Ongoing War

The Kremlin's head Vladimir Putin initiated a comprehensive attack of Ukraine in the start of last year, and Moscow currently occupies approximately 20% of the country's land.

"This constitutes a crucial element of our commitment to support Ukraine for the long-term," commented the UK Prime Minister.

Heads of state and high-ranking officials from the "Allied Coalition" were involved in the Paris negotiations.

Addressing reporters at a joint press conference, the Prime Minister added: "It creates the pathway for the juridical structure under which allied and coalition forces could operate on Ukrainian soil, defending Ukraine's airspace and waters, and restoring Ukraine's defense capabilities for the future."

The UK prime minister added that London would take part in any American-headed verification of a possible truce.

Security Guarantees and Negotiation Stances

Top US negotiator Steve Witkoff remarked that "lasting safety pledges and robust economic promises are vital to a permanent resolution" in Ukraine – mentioning a key condition made by the Ukrainian government.

He said the partner nations had "largely finished" their work on agreeing such pledges "in order that the Ukrainian people know that when this conflict ends, it ends forever."

Donald Trump's son-in-law, former American President Donald Trump's advisor, also was involved in the negotiations.

Meanwhile, French President Emmanuel Macron said that Ukraine's supporters had made "considerable headway" at the talks.

He added that "robust" safety pledges for the Ukrainian government had been settled upon in the case of a possible ceasefire.

President Volodymyr Zelensky said that a "significant advance" had been made in Paris, but qualified that he would only consider efforts to be "enough" if they culminated in the end of the conflict.

Earlier, the Ukrainian leader indicated a peace deal was "largely prepared". Settling the last 10% would "determine the fate of the peace, the destiny of Ukraine and Europe".

Outstanding Matters

  • Sovereign soil and defense assurances have been at the heart of ongoing disputes for the parties involved.
  • Moscow has repeatedly warned that Ukrainian troops must withdraw from the entirety of Ukraine's eastern Donbas or Russia will occupy it, rejecting any compromise over how to end the war.
  • Kyiv has thus far ruled out surrendering any territory, but has floated the idea that Ukraine could pull back its forces to an agreed point – but only if Russia does the same.

Russia presently occupies approximately 75% of the Donetsk oblast and some 99% of the bordering Luhansk. The areas form the area of Donbas.

The original US-led 28-point peace plan that was circulated to the media last year was seen by Kyiv and its EU supporters as being disproportionately favorable in Moscow's favor.

This sparked a period of focused discussions – with all sides trying to revise the proposal.

Recently, The Ukrainian government submitted the US an new 20-point plan – as well as additional documents detailing potential security guarantees and provisions for Ukraine's reconstruction, the President said.
